Why does Android UI change so much from phone to phone?

I have had an iPhone 3g for years and I had been looking at my friend's Galaxy Nexus. I liked it so when it was time to change my old phone, I went with a HTC One X. I love the phone I got but the interface looks nothing like one another even though they are both running the same software.

Can someone tell me why they are so different if they are the same software?

Also, please do not start an Android vs. iOS argument, heard enough of that from my friends when I was switching.
 
Phone carriers are customizing, there are many different flavors of it which is a big negative imo. (Especially when you want apps to run it)
 
the way that android works is based on custom roms. ok so imagin that there is ios (iphone ) and its the way it always is, but then other companies put there own.. i guess themes on top of it and make it look and act the way they want and pretty much just tweek it till they like it, then they sell it, so for exsample actual android 4.1 jellybean is what ur friends galaxy nexus is runing, and most likely the same with the htc one x, how ever it is running a different custom rom then the nexus (nexus is pure android, htc has the htc sence rom) for an exsample watch these 2 videos, they are both the same software but have different custom roms (themes)
