Why does he behave this way?

Ok so whenever my brother asks me to do something and i am like busy or something or don't feel like when i am tired, i tell him that i don't feel like and i will do it a little later, he then keeps on asking me to do it, and then when i finally agree to do it after a lot of whining, he says "no, dont do it now" and shows me his anger. This makes me hell cause finally when i agree to do it he starts saying that he doesn't want me do it. He is 15 and i am 20.

Is he wrong or am i the one wrong for getting angry?
