why does my internet explorer privacy change on its own to accept all cookies?

i think it has spyware but i scan with adaware and windows defender and mcafee security center but one program after another and i remove but i still get the problem and my internet explorer laucnes websites on its on bu my mcafee siteadvisor blocks it.
