Why does Outlook.com support Exchange on iPhone but not on OS X ?

I've seen hotmail or outlook.com support IMAP-like Exchange ActiveSync on iPhone seamlessly , but it fails to recognize the same on a Mac.
Is there anyway to do it ?
Please explain in detail
