Why does Yahoo ask if I'll fill out a Customer Care Satisfaction Survey every time

I loose an R&S appeal? Don't they realize they've really pissed me off and will use every derogatory remark you can imagine?
Yet I have never gotten one for winning one in a hundred appeals
