why doesn't the handle on the tailgate of my SUV go down when I release it?

I have a 2001 Isuzu Rodeo and when I lift the handle on the tailgate to open it and then release it, it stays in the upright position. In order to close the tailgate I have to manually return the handle to the closed or down position. Can anyone tell me why this is and how to fix it?
 
Return spring is broken or the handle and / or linkages have more corrosion than the spring can overcome. Clean and lube everything and maybe replace the handle
