Why is my broadband internet so slow?

I have a 7 Mbps (896 KB/s) broadband connection and yet my internet is so slow. It takes about 30 seconds to load even a simple page. I am 100% sure I have no viruses and I have plenty of resources available on my computer. This has been going on for about a week, at times it speeds up and then slows down again.

Anything I can do?
