Why is my dog whining while carrying a toy in her mouth?

My female Westie is around 10 months old and has lately been acting extremely bossy towards my male westie(same litter). I cannot pet the male without her scaring or attacking him. Also , if I pet the female and the male is only walking by us, she will attack. Therefore, I'm a little afraid to pet either one when both are around. When she attacks, we put her in a time out(crate) for a while since a dog trainer said it was the best thing to do. Now, whenever she's out of the crate, she carries a specific squeaky toy around in her mouth and whines. She hasn't been spayed yet (the male has been neutered.) Does she just want more attention for herself or will spaying her significantly help her whining and her behavior towards the male?
