why is my internet connection so unstable?

ok my internet has been really unstable. it only started a month ago. its happening on my old computer and a new one i bought. i bought a new router also so i know its not that, and a new Ethernet cable of course. my cable company was out, tested everything, gave me a new modem and still i have a connection that ranges from dial up speeds to over 20 mbps. so if its no the computer, modem or router what could have caused this to happen?
