Why is the Daisuke Matsuzaka rookie card printed in Japanese on the front?

I have a 2007 Topps card (#630) for Daisuke Matsuzaka, that is labeled as a rookie card. The Boston Red Sox and his name are printed in Japanese. Is this the way all of his cards were printed, or is this a variation of the regular rookie card?
