Why is the future Doctor Who technology not very advanced?

So im on the third season of doctor who (Tennant), and I'm on one of the New Earth episodes. The only real problem that i've thought of, is that i think the technology is advanced to some extent, but definitely not 5 BILLION years in the future. The technology is cool but it seems like something that could be accomplished in the next 1000 years if things continue the way they're going right now. I was wondering if there is some explanation somewhere earlier or later on in the show as to why it is so far behind. I would like to know hard evidence first, and then if you don't know of any, then i would like to know your theories. My theory up until this point is that maybe in the future they have strict technology laws, preventing people from inventing advanced technology. It seems like there are a lot of agencies in the whoniverse that have very strict laws, so this theory might be plausible. Please leave an answer if you have any theory or facts from the show. Thanks.
I don't know if i explained this well enough. If we assumed that everything in Doctor Who IS true, then how come in 5 BILLION years we still only have flying cars and not personal teleporters and things even more advanced than that?
 
The show isn't really about technology. Its about living with regrets and bittersweet sorrow and the indominatable spirit.
 
It's just how the doctor roles. He uses what he likes no matter how "advanced" it is. If he used "advanced" tech it would not be very Doctor like and not as enjoyable. We can relate to the show more when the technology is something we can relate too, but we get intrigued when it is slightly more "advanced" and mysterious!
