Why not thaw fish in warm water?

It seems like the trick to thawing fish is to put it in cold water. Why does no one mention putting it in warm water? wouldn't that do it quicker? Is there a texture issue, health issue?
 
Well it could work but it takes a couple hours you should hang it over a fire or put it in the microwave for about 20minutes or less but it depends on the fish.
