Why was Newt Gingrich touring the country with Al Sharpton 2 years ago?

2 years ago Newt was touring the country with Al Sharpton, and Arne Duncan Obama's ED. Sec. trying to push 4.3 Billion of the "American Recovery and Investment Act" in the form of "Race to the Top" This was otherwise known as Obama's stimulus. And making the Dept. of ED even bigger.

As a "Conservative" why was he doing this?
