Why won't my Bluetooth on my laptop let me transfer files?

I cannot transfer files from my cell phone to my laptop or vise versa using the bluetooth connection. I have Vista on my laptop and using a blue tooth connection device purchaced from best buy. I can connect no problem but can't transfer files.
