why wont my chocolate phone's bluetooth work?

i got the new chocolate phone for christmas and my stepdad was trying to send music via bluetooth and for some reason, my phone isn't accepting it.

I'm not sure that you understand the functionality of bluetooth. Bluetooth is a wireless device technology that allows you to connect wireless devices to your phone.
I'm no expert, but I don't see how you would go about sending music by bluetooth.
