Why won't my pc recognize the dvd-r drive?

The dvd-r drive on our pc stopped working so we purchased a new one. I plugged it in and started up the computer but it is not recognizing the drive. I put the startup cd in the drive that came with it and it acts like it is reading it and the green light comes on. Restarting didn't help either...
