Why won't my skateboard trucks get stiffer?

So I got a new board a little while ago with brand new trucks(Indy lows) but the darn things don't seen to stiffen up, regardless of how much I tighten the trucks. I just got some hard bushings thinking it would solve the problem, but they are still just as loose. I can pretty much tighten them to the near max and they are still so loose that when I stand on it, the wheels almost hit the board if I lean.

I'm using Risers.
I just can't figure out why they won't actually tighten.

Has anyone else had this problem? It almost seems like maybe it's the hardware, which doesn't seem to be flush (but won't tighten any further) with the board.

I've been fighting with this board for over three weeks now and it makes no difference how much I tighten it, it still stays just as loose at as it would be if I didn't tighten them.

No the bolt is stationary and not moving.

My last trucks were krux, which were perfect but they wore out. I got a much wider board (the krooked killers 1 board) so I went with indys. I've used indy's before but I don't recall having this problem.

well i quit skating last month but independent trucks are designed to not be stiff and suppose to be broken in when you get it. So your going to have to get use to it and its not that hard. just ride around man and everything will be cool and steezy.Or buy new trucks just stick with indys they are the best brand for my.
