why won't this dog get used to me/like me??

There is this dog named Bentley and he's such a cute little chihuahua and I have interacted with him for a little over 10 months now. But still to this day he is either terrified of me, or something else because he will not let me hold him or even get close to him... I wasn't there on the day that my girlfriend got him, so thats one reason I think that he does not like me... He also doesn't like anybody else! What can I do to make him more used to me or to like me!?!? PLEASE HELP!
 
Are you a male? Some dogs have negative history with males or maybe they don't like their voices, but don't take it personally--the dog probably had some negative experience in its past and it has nothing to do with you. Just try and be patient and don't force yourself on the dog, wait for her to come to you.
