Why wouldn't my doctor prescribe diabetes pills for me?

I have Type 2 Diabetes, on my last blood work, my cholesterol is fine but my A1C is 6.4. My blood fasting blood sugar was 159. I am 32 and are on Enalapril and Norvasc for high diastolic blood pressure and angina. I am also taking Dexedrine for ADD and Prozac for bulimia and anxiety. Even though my blood sugar is always high in the morning, always over 128, my doctor said that I don't need to be on diabetes pills right now. But I told him that I need it because my blood sugar level in the morning after a 10 to 12 hour fasting is ridiculously high. And I always have a headache from it. And I have been feeling like I am having a heart attack, although it may just be from my anxiety disorder. Can anyone tell me when doctors usually put diabetic patients on pills? Thank you.
