will a blackberry purchased in Canada work if i travel to the middle east? (Lebanon)?

I dont mean on a plan, Im going to purchase a sim card over there and use it as pre-paid
I will also have it unlocked if necessary

but last year I took my LG neon phone on the rogers network and they told me that it could not be unlocked or used in lebanon becuase of something to do with the networks
i dont want this to happen again so i want to purchase a phone that would work here in canada and in lebanon as well (both prepaid)
