will the 3.1.3 jailbreak hacktivate my iphone?

im not using a legit sim card for my iphone so i cant start it up normally without a legit sim unless the jailbreak hacktivates it i know the 4.0 does cus that what im on right now but it really slows my iphone 3g down so i want to downgrade but first i need to know if it will hacktivate my iphone not that ill be stuck with a locked iphone.
