WinAVI 10.1 Video Converter Xvid Codec Setting?

I recently downloaded the 10.1 version of the WinAVI converter.
I'm converting this mp4 file to avi, using the Xvid codec.
in the previous versions I can set the Xvid codec using the target quantizer, but I can't find this in the 10.1 version, I can only set it using bitrate!!

Is target quantizer disabled or what? D:
