wondering why my 2003 saab 9-3 is having issues with the cooling?

the temp will go low n the radiator fan will run high and the A/c runs sucky. if i shut the car off a few times it will run normal again. I've replaced the temp sensor, and the thermostat. Idk what to do anymore does anybody have any suggestions?

Try flushing the cooling system and change the A/C drier bottle alongwith the compartment filter. Thermostat even if changed can be faulty,try another one.
