Would a landlord be responsible for renting to a known meth maker?

If you live in an apartment and the landlord rents the apartment next to you to a person who is known and previously convicted of manufacturing meth and they make a meth lab next door to you, can the landlord be made responsible for your moving expenses and/or medical expenses if you get sick? Also, can a landlord legally refuse to rent to such a person?
