When I turn on the A/C the Compressor won't engage.I only get hot air. I have checked the fuses but didn't find anything related to the A/C and no power passes to the compressor. Any help will be good

My central air a/c unit doesn't keep my house cool enough when the outside temperature gets above 85 degrees. I blocked the register in an unused room in hopes of keeping the rest of the house cooler, but I really don't feel the difference. Any suggestions?
It hasn't worked for years because the R134a coolant leaked out. It's a 1998 Grand Cher. w/ 5.2L.

Recently my 97 subaru was in a small collision. Now the A/C and heater have problems. They work, but the air only blows through the vents on the top of the dash near the windshield (de-foggers). This is a strange problem....Anyone have any ideas on what happened or if its easily fixable?
