I have heat but it blows through the defrost and around the area where my feet are at and it does get warm & toasty in the car. My mom just bought the car so we haven't tried out the A/C yet because it's winter. In a 1999 Cadillac Deville are the vents for A/C only?

When i put the key in the ignition and turn it over, it sounds as if it wants to start but is having a bad time doin so. I've been told several things, but the only 1 that stuck with me is that it could be the fuel injection or something in that nature.... PLS HELP!!!!! THX
