is it legal to have Led lights on your motorcycle around the engine, and tail light if they are just on the whole time to be more visible to other drivers at night? In CA. What is the law for led lights? I know for cars you cant have them on while driving. Is it the same for motorcycles?

I have my 2 dirt bikes in motorcycle chocks with front tie downs. Do I need to secure the rear wheels while trailering? Pics i have seen online do not have rear wheels tied down. Thanks
