Doesn't look like there's any water in the pipe, and there's no way it's still functional, but any and all McGuyvering of marginally illegal...

I have a water pipe on my car that runs from the top of the radiator into the top of the engine (i think it may be the cylinder head, dont shout if i'm wrong ) , the rubber pipe is fixed onto the top of radiator via a jubilee...
I have a 2000 Lincoln LS V8 and I wanted to take off the mufflers and replace them with just tips. I was wondering if this would set off any unwanted lights on my dash or even make the car run bad?
it safe? Ok on this show i saw where you put a tarp in the back of a truck, duck tape it, fill it with water, then put a hose from your exhaust pipe into the water. Would it be safe to put all the chemicals and whatnot from the exhaust pipe into the water and sit in it?
