how can I get free ringtones with no hidden fees

I'm trying to get ringtones from my PC to my Pantech Crux. I have a USB but for some reason, when I plug it in and try to drag and drop an mp3 to my phone, it doesn't let me? Is there another way to do this?

If i open it in windows explorer, no m4a is standing behind the name of the song, but i know it is an .m4a fil i cant rename it cause it doesnt say the work m4a? and when i open it into windows explorer it went to another file. X.X
