The entire instrument cluster has been replace 3 times with brandnew ones from saturn and they still will not work any Ideas ?

rest of the gages do not work? So this is my friends car and they have checked the fuse and it is good. The speedometer works but the rest of the gages on the digital dash do not work and we can't figure out why. any ideas?
