What does the VVT engine in the Suzuki Swifts, since 2004 do? Is the VVT system similar to honda VTEC?

removed the carburetors from my suzuki bandit 600 1998 and when i pull the throttle only 2 0f the carbs open up is that normal? i only pulled the carb off because when it pulls away in 1st the bike chuggs and the idle never stays the same
