Playing a game I downloaded off steam, and I can't seem to change the target so I can use the console. Ways to fix that?

The game came out, less then a month ago. Why is the price $37.00 already? I'm not sure about all stores, but it is at Target. My son wants this game for Easter, and I was shocked when I saw the price and I'm wondering, is there something wrong with the game, or are they finally pricing it right?
