I was told to download a file using bittorrent, but I was only given the tracker URL and the hash info, no .torrent file at all. How do I use this to get the file I want?

So I get in my 2000 Chevy Tracker, turn it on, and the radio doesn't work. The display is black. None of the buttons work, except the CD eject button and when you press the tuner, the display shows the time for about 5 seconds and then it goes back to black...so whats going on? What can I do...
