Transferring music by bluetooth?

Does downloading ringtones/videos on a computer,then transferring them to a
phone,count towards data charges? AT&T is being really indirect with me about this.So I need to know.If you download a ringtone/video/picture from your computer,transfer them to an sd card,then put the sd card on your phone.Does that add to the data charges?
