My Sister got a Shih Tzu puppy when it was about 4 weeks old, when K9 Teeth were starting to break thru gums, and now the dog is 4 months old and the bottom NEVER grew in, and the top has tiny fangs breaking thru gum as if the the puppy was only 3-4Weeks old??
