im only downloading one thing. it sometimes start downloading right away or is queued. it keeps going into queued during download process. is there something i can change to my settings to stop that?

When I first began downloading torrents, my down speed was at 200 kb/s, dipping down to about 150 kb/s average. It maxed out around 250 kb/s, but now I'm barely scraping the 40s in terms of kb/s. is it legal to use limewire or vuze to download media files and if it is can one get arrested
