The fan only runs on high and it will not switch from ac to heat on my jeep wrangler the year is 2000

i have a 98 wrangler with a 2.5L automatic, i recently put 16x8 wheels with 245 75 r16 on it. it has 40,000 miles on it and is only getting about 12mpg. what can i do in improve that?
