Coolant Temperature Sensor?

Temperature Switch? didnt mean to repeate myself!
check engine light has been on for three years and mechanics cant figure it out
can I buy the ob2 sensor and test it myself? My car will not start.
scanner not sensor...
 
The above is right, if the engine overheats or the guage is constantly reading out of range IE: hot even though you just started it. Or the check engine light is on, or it might have issues starting in the morning depending on the issue with the sensor.

The tech cant figure it out? Have the heard of something called an OB2 scanner that practically tells you what is wrong.
