'03 Subaru Forester Power Steering Fluid Cap?

How come it is almost impossible to remove the power steering fluid cap on this car, not only is it almost buried underneath the air intake. It does not have a gasket, has a cone-like plastic structure under it and does not move when you put it back on? Sorry to ramble on about a relatively meaningless issue, but it is very annoying and I would hope it improved over the years.
 
shouldnt have to check it but once or twice a year unless you have a leak ive not had to add any power steering fluid to mine in three yrs now
