04 Dodge Grand Caravan Making noise under hood.?

My wife's van started to make a kinda humming noise by belt. It almost sound like if a bering is grinding or something is grinding. was told it could be water pump but it hasn't overheated . was also told that it's the adjusting pully on the belt. checked oil and it's fine. When you start the car it will make the humming grinding noise once it idels its ok till you give it a lil. gas then it will start it's griding again. once car is doing about 35 miles hour it will still do it but very low. anyone have an idea what it could be?
 
adjusting pully could be easy and cheap to replace just replace mine not so long ago hav e you tried spraying it with like wd40 and if it stops you know what is bad but most likely the ilder pulley but checking them all would be smart
