0x800700b7 Error When I Try To Boot?

I recently replaced my CPU, Motherboard, and PS. When i go to boot my computer, it says that Windows cannot run or something like that. Then it tells me to do a System Restore, Which fails, then i do another restore and i get the error message in the title. ASRock mobo. Core 2 Quad Q8300 2.5 ghz. And I cannot not boot any farther so I cant change anything in the desktop. NEED FEEDBACK ASAP!
