12v Dodge Cummins issues, low power...?

Symptoms:
Runs ragged
Very Low power, take close to a mile to hit 50mph
Stutters, feels very jumpy when idling or accelerating
Sounds odd, hard to explain but deeper.

What I've done to remedy:
Change out my injectors, the 330 injectors I originally had were trashed, I went back to stock injectors. This improved the idle, and kept the vehicle from stalling out on every corner but the power still sucks.

Changed fuel filter and air filter, did these first but no avail. My pre filter got stuck on so I couldn't check it and I just cut it off instead.

I tried adjusting the boost using the starwheel but it didn't do anything. I removed the AFC and took it for a test spin and it definitely improved the power, more acceleration but still stutters and is not as strong as it should be.

My personal diagnosis is that I need to replace the AFC and possibly get the valves and timing adjusted. What do you mechanics say?
Just checked the AFC Diaphragm and it looks fine.
