1989 Ford Taurus Cooling system 3, im really sorry?

My 1989 Ford Taurus is very strange at times. The tempurature gauge is moves around alot. It usually warms up, and the gauge is about half way, then drops to about 1/3. Then does that over and over. On the freeway it doesn't do that. It stays between 1/3 and half, but a tad bit closer to half way. Sometimes when I drive and we were looking at christmas lights, it was completely warmed up and then when we slowed down to a crawl it heated up and the gauge went up to 3/4 of the way. But after a while, and when I start driving it goes down. My dads 1995 Ford Ranger with the 2.3L I4 doesnt do that, or my moms 2003 Honda Accord EX. Yes, they are newer than my car, but I wouldn't think that would matter. I changed the radiator cap, changed the fluid, the radiator is only about 10ish years old, give or take a few. It has a new thermostat too. I dont know if the water pump has been changed, but I think it has, but it would have been over 10 years ago. The tempurature sending unit has been replaced, the one that makes the temp gauge work, and another sensor on the engine block. Please help. Its going to be until the 4th of January until I can talk to my Autoshop teacher, but I guess that doesnt matter. I can't do anything to it without his help and the shops tools.
The fan DOES turn on. I feel hot air being blown at my face occasionally when I open the hood.
 
The fan, though working, may be intermittent. With the engine OFF, turn the fan by hand, if it doesnt feel smooth and spin freely, thats your problem.
