1989 Volkswagen Golf Failed Smog?

I recently bought this 1989 Golf (Digi-2), and in order to transfer the title here in CA, the car needs to pass smog. Unfortunately, it keeps failing, and it has been listed as a gross polluter. The seller said that the catalytic converter was new. I just replaced the Mass Air Flow Sensor, since someone messed with it, which I assume was to make the car run rich. At least one of the lifters is bad. The smog tech said that because the car has been running rich, it may have damaged the cat. Also, I'm not sure if it makes any difference or not, but the gas tank is cracked (the part where you put the nozzle in). Here are the current readings:

April 2010
HC = 244 (Max 89)
CO = 3.34 (Max 0.56)
NO = 1043 (Max 825)

Then I replaced the MAF:
HC = 210 (Max 89)
CO = 2.20 (Max 0.56)
NO = 1591 (Max 825)

Any suggestions would be greatly appreciated.
