1998 yamaha jet boat blown engine?

I have a 98 yamaha twin jet boat and one motor will not turn over it's like the starter grabs and the engine is locked up.I have removed the spark plugs and tried to turn over the engine(thinking the cylinders may be full of water)but nothing.I removed the plug four the clean out and no blockage there. Is there any way turn over the engine manualy?
 
Yes you can turn the engine over manually. Remove the sparkplugs, then try to turn over the engine by grabbing and rotating the the pto coupler. The engine should move freely.

But let's not rule out something lodged in the pump. Grab a flashlight and take a good look at the pump area, make sure there isn't anything lodged in there that could prevent the impeller from turning, Thus prohibiting the engine from starting.

If the engine is seized, try SBT at sbtontheweb.com for a new motor.
 
sounds like it's seized up, I would remove the starter and make sure it is good, if it is, bad news bubba
