2001 Jeep grand cherokee Laredo wont shift past 3rd gear?

I have a 4.0 L 6 cyl. Automatic. I had a 2 rebuilt transmission put in it. they both over heated. so after the 2nd one over heated I had a new ratiator and transmission filter put in and they both had lots of metal shavings and slug on them. now when driving, the rmp stays around 2000 and wont shift past 3rd gear. any I deas what this could be?

It needs another transmission. Jeep's automatic transmissions are not the most reliable. If you really want to keep the vehicle, your best bet is to buy a new transmission instead of a rebuild. If it was me, I'd probably cut my losses and get a different vehicle. Sorry
