I have an "89 Volvo 740/turbo. It was running fine today. I parked at a store and when I restarted the car it reved up to 3500rpm's. Now it won't go down. I checked for vacuum leaks and found none. The deallership says it's electrical. Is there anyone out there who can tell me exactly what's wrong so I can fix it?
