96 dodge 1500 steers hard at low rpms?

i have a 96 dodge 1500 and when you slow down to take corners and stuff it steers like there is no power steering, you have really pull on the wheel, i checked the power steering fluid its good, at first i thought it was the pump but it doesnt do it all the time just sometimes with low rpms
 
its possible there is a bad power steering hose, a clog in a hose, or a bent from axle or A-arm
 
belt may be slipping resulting in power steering loss or your pump is going out.
