96 infiniti i30 engine flooding, computer wiring or alarm?

I have a 96 infiniti i30. The engine is flooding with gasoline when I turn the key in the ignition. Sometimes the car starts sometimes it doesn't. After taking it to two seperate mechanics I got two different answers, one says that it may be a computer or wiring problem, the other says that it may be my 2nd alarm system that isn't working properly, he thinks that the car thinks that its being stolen and thus won't allow the engine to start, what do you think and should I go to a mechanic or the dealer if its a computer problem?
 
The number one cause of flooding (if that's what's happening) is a bad fuel pressure regulator. Look for it on your VECI map. It has a vacuum to it. If you remove the vacuum, and gas spurts out, it is BAD. If this is NOT the problem. Go to the dealer. They will know ALL recalls involved on your car, if any. They will have experience with your issue, here. WHen you turn the key to "on", you should hear the fuel pump whirring for 1-2 seconds. If you don't, mechanic #2 may be right.
