97 VW Jetta lowered really low!!?

I bout a month ago a 97 VW Jetta that has a lowering kit in it. (I think) It looks sweet with bout 3 inches of clearance but when i took it in to get emissions they said they couldnt put it on the machines cuz its too low and I would have to raise it up. So my question is how do I this? I was also told by a friend sometimes they just take out the factory springs or cut them? Or it might actually have a lowering kit. Sorry I cant really tell. But with either situation how can I go about lifting it back up a couple inches? Thank you.
If it is a lowering kit what do I need in parts and labor to get it done my self
 
easiest way would be to install adjustable coil overs so you can adjust it when you have to go in. more than likely its a lowering kit but it wouldnt be the first time ive seen a hackjob on a car...visual inspection should verify one or the other.
